- While in Mexico, Garcia earned another degree—a master’s in international relations—this time from El Colegio de Mexico in Mexico City.
Early Career and Net Worth :
Protests :
- Garcia’s political career truly began in the 1980s, after a series of brutal racially-charged police shootings rocked the community of Dallas and disgusted Garcia to his core.
- He and several other community figures pushed for Dallas officials to retrain the city’s police department and increase affirmative action policies.
DNC :
- In 1988, Garcia was elected to the Democratic National Committee, & served there for eight years as the chair of the Latino caucus.
- He was also part of the DNC’s executive committee.
City Council :
- In 1991, while still working with the DNC, Garcia was elected to the Dallas City Council. He served as a council member until 1995.
- While on the council, he obtained his initial goal of reforming Dallas’s police force and strengthened the power of the civilian police review board, which is what condemns the actions of police who abuse their position.
- He also increased the city’s art budget from 14 percent to 25 percent.
- During this time, he began to run for higher positions, and lost three attempts at joining the House of Representatives.
Mayor & House of Representatives :
- After losing the bid for the House of Representatives, Garcia turned his sights back to local positions. He became Dallas’s first Hispanic mayor in 1993.
- He ran again in 1995 but lost to Ron Kirk.
- Garcia then turned his attention back to the House, and ran against Representative Roberto Alonzo, who was a personal friend & even the godfather to one of Garcia’s children.
- In 1996, he unseated Alonzo, and began a feud between the two that ultimately resulted in the loss of their friendship.
- Garcia was aggressive with his voice in the House, and became increasingly unpopular with other House members as he served.
- In 2002, Alonzo took the seat back from Garcia, and Garcia took that time to focus on his law office and be with his family.
